About
The District’s services and operations are divided among several departments. This structure promotes accountability, efficiency, and oversight. The Chief Administrative Officer (CAO) appoints and manages Directors for each department. Directors are empowered with the authority to direct and manage staff, purchase goods and services, enter into contracts, and submit requests and advice to the CAO and Council.
Over 95% of service requests and complaints are addressed directly by department directors without involvement by the CAO or Council. Issues are escalated if there is a need for policy direction, additional resources that have not been approved, or legal requirements for Council/CAO involvement.
Departments
The Chief Administrative Officer (CAO) is Council’s one employee, and is responsible for the municipality’s operations and services, providing policy advice to Council, and implementing policies, programs, and other directions of Council. In doing so, the CAO is empowered to hire and manage employees and contractors, engage with federal and provincial officials, disclose information to the media and the public, and implement an organizational structure.
Overseen by the Director of Community Development, this department supports community planning and local economic development by providing land use planning, development services, and initiatives that strengthen investment, tourism, and community communications.
