About

Planning and Development is a core service provided by the District of Houston to support the orderly growth and development of the community. Through land use planning, permitting, and development review, the District works to balance priorities such as housing, economic development, environmental stewardship, and public safety. 

The District’s planning framework is guided by the Official Community Plan (OCP) and implemented through regulatory tools such as the Zoning Bylaw, development permits, and other approvals. Together, these tools help ensure that new development aligns with the community’s vision, supports sustainable growth, and is compatible with existing neighbourhood character and infrastructure. 

As part of this service, the District administers a range of applications and approvals, including: 

  • Business licences 
  • Building permits and subdivision referrals 
  • Development permits and development variance permits 
  • Temporary use permits 
  • Sign permits 
  • Land use and zoning inquiries 

Planning and Development also involves collaboration across multiple service areas within the District, as well as with external agencies, to review applications and guide projects through the approvals process. Staff provide support at the early stages of a proposal, help identify applicable requirements, and outline timelines, costs, and next steps.

Applicants are encouraged to connect with the District prior to submitting an application, particularly for more complex proposals. Early discussions can help identify potential challenges, confirm applicable bylaws, and streamline the review process.

Through clear policies, transparent processes, and responsive service, the District aims to support investment, improve livability, and contribute to a resilient and well-planned community. 

2026 Planning Bylaw Updates

The District of Houston has been undertaking an effort to replace Development Bylaw No. 1040, 2013 (“the Development Bylaw”) with new, updated regulations for land use, development, and signage on properties.

The Development Bylaw will be replaced by five new bylaws that have been drafted and are at various stages in the approval process:

  • Zoning Bylaw (Second Reading);
  • Floodplain Management Bylaw (Third Reading);
  • Development Approval Procedures Bylaw (Third Reading);
  • Manufactured Home Parks Bylaw (Second Reading); and
  • Sign Bylaw (Second Reading).

A Public Hearing affecting “District of Houston Zoning Bylaw No. 1225, 2026” will be held on September 22, 2026 at 6:30 PM at the District of Houston Council Chambers located at 3367 12th Street.
