The District of Houston’s budgeting and financial planning activities are guided by Council’s Strategic Plan and the Official Community Plan, which together set the long-term direction for the community’s future.   

Through the annual budgeting process, the District aligns financial decisions and service delivery with Council’s priorities to ensure public funds are used responsibly and effectively to advance Council’s vision and to support a high quality of life in Houston. 

Each year, the District reviews service levels and community needs to ensure resources are used efficiently while continuing to maintain essential services, support infrastructure, and invest in strategic initiatives.

Current Financial Plan

Under the Community Charter, municipalities are required to adopt a balanced five‑year financial plan by bylaw each year before May 15, and prior to adopting the annual property tax bylaw.

Financial Planning Process

The Financial Planning Process

The District follows a structured and transparent budgeting process each year:

  • Each Fall, management begins developing the operating budget for the following year 
  • A public budget survey is released to gather community input 
  • The proposed operating budget is presented to Council for review 
  • A separate capital and special projects plan is developed, funded through grants, reserves, and accumulated surplus 
  • Council reviews proposed projects to confirm they meet community needs and align with strategic priorities 
  • The operating and capital plans are consolidated into a draft Financial Plan Bylaw 
  • Council gives first reading and invites public input before final adoption
How To Get Involved & Stay Informed

Residents are encouraged to participate in the financial planning process.

You can: 

  • Watch the District website and social media channels for updates and Financial Plan documents 
  • Submit questions or comments by email to doh@houston.ca 
  • Attend an open Council meeting, held on the first and third Tuesday of each month at 6:30 PM in Council Chambers 
  • Join Council meetings virtually using links posted on the District’s website and Facebook page 
  • Attend public town hall meetings when scheduled
