About Finance
The Finance Department is responsible for managing the District of Houston’s financial affairs and ensuring the integrity, accountability, and transparency of all municipal financial operations. Under the leadership of the Director of Finance, the department provides financial planning and support to Council, staff, and the community. This includes the preparation of the District’s annual operating and capital budgets, long-term financial plans, and statutory financial reporting as required by provincial legislation.
The department oversees the billing and collection of property taxes and utility fees, processes all municipal revenues, and manages accounts payable, accounts receivable, and payroll services. In addition to its core financial responsibilities, the department provides front-line customer service for a range of public services, including sales of dog licences, bus tickets, and various other permits and licences.
Through the development and enforcement of financial policies, internal controls, and risk management practices, the Finance Department safeguards the District’s assets and ensures sound financial stewardship. The department is committed to providing timely and accurate financial information to support informed decision-making and maintain the public’s trust in the District’s fiscal management.

Audited Financial Statements
Every year, the District of Houston prepares and submits its audited financial statements for the previous fiscal year to the Ministry of Community, Sports, and Cultural Services, as required under the Community Charter. The District also maintains its financial statements as permanent public records.

Statement of Financial Information Reports
The District prepares a report annually in order to comply with the Financial Information Act. Its primary purpose is to provide transparency about how public funds are raised, spent, and managed, allowing citizens and stakeholders to review financial operations.

Financial Plans
The financial plan outlines the District’s projected revenues, expenditures, capital investments, and funding priorities over a five-year period. Adopted annually by Council, these plans help ensure the responsible management of public funds while supporting municipal services, infrastructure improvements, and long-term community goals.
