The District of Houston’s Animal Control Bylaw sets out regulations that help promote public safety and responsible dog ownership and welfare. Animal Control Bylaw violations may result in tickets, fines, or other enforcement measures.
Dog Licensing
All dogs over six (6) months of age kept within the District of Houston must be licensed each year. Licences are valid for the calendar year in which they are issued and must be renewed annually.
Dog licenses help:
- Identify lost dogs and reunite them with owners;
- Support responsible pet ownership; and
- Assist animal control and bylaw enforcement services.
Licenses may be purchased at the District Municipal Office at 3367 – 12th Street. A maximum of four (4) dogs is permitted on any residential property within the District.
Lost Animals & Animal Adoption
If you have lost your dog, please contact the Municipal Office during regular office hours, Monday to Friday, 8:00 AM to 4:30 PM.
Every effort is made to contact the owner if the pet can be identified or the owner is known, but this is not always possible. Pursuant to the Animal Control Bylaw, impounded dogs are eligible for adoption 72 hours after impoundment upon payment of applicable fees.
Responsibilities of Dog Owners
Dog owners are responsible for ensuring their dogs are kept under control and do not pose a nuisance or safety risk.
Key responsibilities include:
- Keeping dogs leashed or securely confined when off private property;
- Preventing dogs from being at large;
- Ensuring dogs do not bark excessively or disturb others;
- Picking up dog waste immediately on public or private property (other than the owner’s premises);
- Carrying a suitable means for waste disposal while in public places; and
- Ensuring dogs are vaccinated against rabies.
Off-Leash Areas
Designated off‑leash areas are public spaces shared by all users. Fenced, off-leash areas have been designated at these locations:
Dogs may only be off‑leash:
- In designated off‑leash areas;
- When under control and in view of the owner; and
- If they are not designated aggressive or dangerous.
Dogs must be leashed and removed from the off-leash area immediately if aggressive behaviour occurs.
